Unravelling the TAA Training Package - by Jane Carnegie

Many readers will be aware that a new Training Package has been developed to replace the BSZ98 Training Package for Assessment and Workplace Training. Colloquially referred to as the TAA Training Package, the TAA04 Training and Assessment Training Package provides a new approach to defining the competency outcomes for trainers and assessors. The development of this Training Package has taken over three years and involved many thousand of trainers, assessors and other people working in vocational education and training through an extensive consultation and development process.
In this article, Jane Carnegie, who led the project for the developer, Business Services Training Australia, explains what the new look Training Package covers and unravels some of the myths which have surfaced in the course of the development process. The Training Package is currently going through its formal endorsement.

How different is the TAA Training Package?
The TAA Training Package is a completely new Training Package which has been developed in response to the Review of the BSZ98 Training Package for Assessment and Workplace Training. The research phase of this review showed that a new look Training Package that would meet the needs of its very wide audience was required.

A broad competency standards framework has been developed containing a range of competency standards grouped into fields representing critical areas of work in training and assessment. The fields of competence are set out in Diagram 1. A total of 39 TAA units have been developed within these fields. Additional imported units have also been included to supplement the TAA units, primarily in business related competencies.

At the centre of the Training Package is the learner/candidate with each field of competence and each unit linked directly or indirectly to the learner and the process of learning.

What’s in the Competency Fields and units?
The Learning environment field focuses specifically on areas of competence relating to developing a meaningful learning environment including inclusive practice, responding to diversity, developing a culture that supports learning, ensuring a safe and healthy learning environment, developing and maintaining knowledge of the vocational education and training system, maintaining currency.

The Learning design field is about building competence in the design and development of learning processes and learning products that will enable the learner to learn.

The delivery and facilitation field addresses the skills and knowledge needed to manage and support the learning process and to provide meaningful learning experiences that facilitate learning.
The assessment field addresses the competence of judging whether learning has occurred through demonstration of competence.

The Training Advisory support services field addresses areas of competence that focus on learner support and consultancy services in training/assessment which, in turn, directly or indirectly impact on what learners need.
